About FAFEN

The Free and Fair Election Network (FAFEN) is Pakistan's largest election observation network, operating under the Trust for Democratic Education and Accountability (TDEA). Since 2008, FAFEN has deployed thousands of trained citizen observers across Pakistan to monitor electoral processes.

In Gilgit-Baltistan, FAFEN has observed all legislative assembly elections and key by-elections — documenting processes, recording violations, and publishing detailed reports to promote transparency and accountability.

For the upcoming GBA Legislative Assembly election, FAFEN is deploying up to 1,500 trained observers across all 24 constituencies using this digital platform.

GBA has 24 general constituencies (GBA-1 to GBA-24), each electing one member to the Gilgit-Baltistan Legislative Assembly. In addition, 6 seats are reserved for women and 3 for technocrats, filled by proportional representation after the general vote.

To vote in GBA, your name must appear on the official electoral rolls maintained by ECGB. Check your registration by texting your CNIC to 8300. The law requires that women voters make up at least 10% of votes cast in each constituency — constituencies falling below this threshold may face a re-poll.
The candidacy process has three stages: Form-31 (nomination papers submitted), Form-32 (validly nominated after scrutiny), and Form-33 (final contesting candidates after withdrawal deadline). Only Form-33 candidates appear on the ballot paper with their party symbol.
There are 113 political parties registered with ECGB for the 2026 election. The 20 parties listed below have active presence in Gilgit-Baltistan with registered leadership and contact information. Candidates may also contest as independents.
A polling station is a designated venue where registered voters cast their ballots. Each polling station serves a defined set of households. Polling stations must have separate entrances and booths for male and female voters. A Presiding Officer appointed by ECGB manages each station on polling day.

FAFEN observers are assigned to specific constituencies and polling stations. Accredited observers (with ECGB accreditation cards) may observe at any polling station in their assigned constituency. Voter-tier observers may observe only at their own polling station during their voting visit — a right they already hold as voters under the Elections Act.
